America Cares History

First, a brief background: My name is Gösta H. Lovgren, but am best known as "Swede" and am a retired commercial fisherman with a lot of time to think. The idea for An American Cares type program has been stewing in my brain for quite awhile (years).

This year (2007) I read two books which touched me ("Kite Runner" & "A Thousand Splendid Suns"), fiction novels about life in Afghanistan. Then I happened to pick up a non-fiction book called "3 Cups of Tea" about an medical doctor and mountain climber who decided to build schools (literally) in Pakistan.

3 Cups impelled me to get off the couch and actually do something myself. ( The book is still sitting on the table only half read. Honest. ) I have the background and experience (I think) to pull this off (I hope) if I can "get a little help from my friends". Anyway, enough about me. Here's the log of how things are going:

During and right after WWII, we had a program of CARE packages where individual Americans sent food, clothing and other desperately needed items to a ravaged and devastated Europe. I have vivid recollections of putting together CARE packages for my mother's family in Scotland, and of donating stuff at school for packages to go to France and Germany. It was a marvelously generous and successful program on many levels.

What I propose is the government setting up a similar program called America Cares. It would be a two step program.

  • Step One - A government agency (State Department?) would set up a website with a list of countries that have local populations desperately in need. Clicking on one of those countries would reveal a list of cities and/regions in that country. Clicking on the city/region would reveal a list of local agencies (orphanages, schools, churches, clergy, mayors, …) and addresses that would receive and distribute America Cares packages to local residents. When a particular city/region is chosen, a list of suggested appropriate (and not recommended) items would be displayed as well.

  • Step Two - The US Post Office would offer pre-paid postage America Cares boxes in various sizes (say $10 & $25 sizes) that Americans could purchase for packing anything they want to send overseas to someone on the approved list above. Americans are a generous people and we have lots of clothes, toys and stuff we don't use anymore we would be happy to donate. The boxes would be clearly labeled America Cares (maybe even have the American flag displayed and/or be a distinctive Red White & Blue.). The boxes would be packed, addressed and dropped off at the Post Office for shipment.

It could be a wonderful program where our government partners with our people in a worthy cause that few will be able to deride politically. Locally or internationally. The government role would be to maintain the website (not a trivial task but not expensive or difficult either), provide the prepaid boxes, and subsidize the cost of shipping above the cost of the boxes (a key is to keep shipping costs low enough to encourage giving).

The benefits to our country are manifold. The public relations effect of 10's of 1,000's of highly visible America Cares packages being delivered to children in desperate areas of the world would go a long way to reversing a declining opinion of the USA. Troubled areas of the MidEast (in particular), Asia, South America, Africa, Indonesia, … One or two packages in an impoverished village/neighborhood/school could lift local perceptions of America for years, even decades. (Ask any elderly European about American Care Packages.)

America Cares would bring individual Americans at home into the problems of the world in a personal, even intimate way. Rather than the impersonal distant nature of calling an 800 number shown on tv after a natural disaster. We want to be involved but are reluctant to just send money to "middleman" strangers where much of it may never reach those we want to help.

An America Cares program would be something really positive the Republicans and the Administration could point to with pride in the elections next year. It's a program fairly simple to institute and could be in place relatively quickly (months rather than years).

I have more ideas on details and benefits but believe the above is sufficient to convey the idea. If you are interested in pursuing this project, I am more than happy to be involved. Dear Congressman Saxton:

I am sure you are aware of the letter Gösta H. Lovgren (Swede) wrote to you regarding a program that I see a lot of merit in, as he does. It is called America Cares. For your ready reference, I have enclosed a copy of Swede's letter.

The program, as outlined by Swede, would have the U.S. Post Office offer pre-paid postage for America Cares boxes that Americans could purchase to be sent to local agencies (orphanages, schools, churches, clergy, mayors, etc.) as outlined in his letter. The reason for this, while not outlined in much detail in Swede's letter, is the need for this country, in my view, to show that we have caring individual citizens who want to help, in some manner, those in need in countries where children and adults are in desperate need of assistance.

Swede's program would certainly help our country from the standpoint that some of the gun-toting diplomacy that has been used as of late is simply not working and the big picture is that as human beings we acknowledge a responsibility to help our brothers who are in need.

Swede is a great guy I have known for years and his thoughtfulness and knowledge has always astounded me. The next time we meet, I would like to talk to you further.

2007-11-05? - Spoke with "Christine" who called me and identified herself "as an aide to Congressman Saxton". She apologized about the delay in getting back to me (explaining the mail was so delayed due to the anthrax checking in Washington) and asked about details not being familiar with the WWII type Care program. She would "have to check with the State Department" before passing this on to the Congressman.

Christine assured me I would hear something back "within a week".

2007-11-17 - A friend (Arthur McTighe - General Counsel for the New Jersey Farm Bureau) suggested asking Congress to add an "America Cares Day" to the legislation. Not as a national holiday but as an automatic annual reminder of the program, sort of like Mother's Day, or National Secretary's Day.

2007-11-20 - Spoke to Len Connors (NJ State Senator) who is familiar with the idea of American Cares (I had written him the same day as Congressman Saxton and he had responded with enthusiastic support, enclosing a copy of a support letter he had written to Congressman Saxton.). He said he would put up a Resolution of Support (I believe it's called) in the NJ State Senate urging Congress to enact America Cares legislation.

2007-11-20 - Registered the domain "AnAmericanCares.com". AmericaCares.com is tied up by "domain sitters" who want $600 to purchase the name (as is .org .net, etc).

AmericaCares.US is available and could presumably used by the government. I'm kinda liking AnAmericanCares.com now though myself {grin}.

2007-11-27 - Spoke to Christine (of Congressman Saxton's office). I had called her yesterday (after "a week" - see previous call above - having long gone) and she returned the call late this afternoon. It's clear to me we are having communication problems. She went on and on vaguely about not hearing from the State Department, things "government can and cannot do", checking for existing programs, other departments, ... . At least three times I told her she was "getting way ahead of herself". At this point all I was asking her to do was pass the letter on to the Congressman, along with the supporting letter from Senator Connors. She seems to not want to do that, or even hear me. She may have good reason but she never shared any with me.

I tried to explain to her what I envisioned was a website database mantained by volunteers (ala Wikipedia, though nowhere near that scale). The only government role would be supplying the website bandwith (via a .US name) and subsidizing the postal costs. But I was unable to get that across to her.

I'm guessing at this point, I'm going to have to proceed with this in another direction (not through Congressman Saxton).

2007-11-30 - Received a copy of a "Request for Resolution" by Senator Connors for the Senate of NJ to request US Congress to initiate an America Cares Program. When it passes I'm sure I will get a copy and post it here.
2007-12-03 - Have been giving a lot of thought this week and have concluded the single biggest negative issue to this is simply trust. We have all become so cynical we simply don't implicitly trust each other. And that's what I read back from Christine. Her underlying concern is some evil doer(s) will use or subvert the program to their own ends (say moving illegal drugs, or terrorist materials, or simply simply send packages to one's own family using subsidized postal rates, ...)

It seems to me the implicit distrust we are all inferring (and how can we not with our media so intent on sensationalizing even the most minor of peccadillos into a "national tragedy" and making us believe we are living in an exceedingly dangerous world, even in our own homes.) I think sometimes we just have to say, "So what. Stuff does happen." And just go on. Christine's concern is should an advantage take place, it will rebound back on the Congressman with a vengeance. And she's right to have that concern. It's her job really.

So today I'm going ahead with putting up a database of needy places (Even though I'm sure there are already hundreds of similar websites in place.). Am hoping that in time, the America Cares concept will be adopted by Congress.

2007-12-07 - Have started by putting up a super simple experimental website (please don't think this anything remotely near final) and put out a request for website help on a Programmer's website (PowerBasic.com) I belong to.

I have a definite plan of action, have generated a fairly long list of stuff to get done that I think necessary for legislative success. I will get started on that after the first of the year. Year end is a busy time for most people, legislators more than most, so I think best to wait until then to get started.

notepads, chalk, puzzles, ...) and maybe a few small toys for the
children in the classroom.

And I'm afraid our post office will need a little more information,
primarily a "Zip Code" for routing purposes. I'm sure you are
familiar with what I mean. Also the package needs to directed to a
specific office or person, not a post office box.

I think for the education materials to the children in our center if you contact with US military forces, by this way it will much more easier to send these to Kabul, Afghanistan rather than Postal address.

Actually my email to you regarding sending a package of school supplies is really a very small first early step in getting a MUCH larger aid program set up here in the United States. Using the US Military to deliver packages just isn't an option under the proposed program. (Please see http://www.anamericancares.com/History.html for details.).

I have tentative commitments from several US legislators at this point, including one from a very important senior senator in my home state. However, as everywhere else in the world I am sure, getting legislation passed is a long tedious project and has to be undertaken carefully so the initial object of the legislation does not get twisted in the process. It will take probably at least two years at least to get the program into law, if at all.

As a step in that process, some packages have to be sent to demonstrate the program is even feasible. One needs to get an idea of actual cost, what's involved with postal regulations, deliveries, and many other details before a sponsoring legislator can even present the program to the US Congress for consideration.

For reasons stated in the earlier email, I chose Aschiana to be the first recipient of An American Cares package. At this stage all postal expenses will be paid privately (by myself actually), no government involvement at all. There is no obligation at all (financial or otherwise) on a recipient's part other than the fair distribution of whatever goods may be sent.

My hope is the An American Cares project will expand to include the listing of hundreds, even thousands, of worthwhile institutions like yours. Should the idea catch on in the US, Mr. Eng, I can assure you there will be a veritable rain of packages around the world. We Americans are a wealthy generous people, but we are dismayed and disheartened when we see so much of our contributions gobbled up by bureaucracy and other "expenses" long before anything even trickles down to the people who need it. An American Cares puts the American population directly in touch with those who need help the most.

So, to sum up Mr. Eng, to get started, I will need a street address and a postal code to send the first package to. It may take a lot longer (even months) to get delivered, or it may even get "lost" on the way, but it has to be done through the (world) postal system to demonstrate the program can work. I'm sure you understand better now what the object here is. Hopefully this will grow into something wonderful for all of us. I can understand your reluctance to respond to a stranger and not want to provide a street address but sometimes we just have to trust.

2007-12-10 This afternoon I installed a "Bulletin Board" or Forum (VBulletin) on my website (no link yet as I have some setup work still to do on it). Bob Zachok, the owner of Exit109.com which hosts my main website (not this one which is BraveNet.com) and location of the Forum, was instrumental/invaluable in the setup.

Got some good tips on CSS (HTML coding) from the guys on the PowerBasic Forums today.

2007-12-13 - The AAC forum site is set up (hopefully). It (likely) contains more details about AAC than this history. The address is

Met today with Senator Connors (almost two hours). We discussed stragegy on how to procede with the AAC project. He is fine with the name change from "America Cares" to "An American Cares" when I explained how domain sitters have reserved AmericaCares.com and wanted $600 to purchase the name.

He brought Jason Smith (the Senator's legislative aide) in to the meeting. Jason, though a young man, recalled seeing a WWII era Care Package exhibit in a London museum where he visited last year. So, unlike Christine of Congressman Saxton's office, he was familiar with the concept.

The Senator put in a call to Congressman Saxton in Washington but he was unavailable (committee meeting or something) but is certain to return the call later today.

Senator Connors is very confident Congressman Saxton will sponsor AAC Legislation in Congress. In the meantime a Resolution from the NJ Legislature will be introduced in January asking Congress to pass AAC legislation. What the NJ Legislative Resolution will (or "should" rather than "will" is maybe better given the nature of politics) do is get the entire NJ Congressional Delegation behind the AAC proposal.

We discussed what should be done to get ready to get the word out once the NJ Resolution passes, and get a Congressional Bill in the hopper.

Obviously the Senator is enthusiastic about AAC and this is a man not unexperienced in politics and the legislative process. Not one to get involved in a losing cause. I've known him for over 30 years.
2007-12-14 - Friday - Spoke to Jason today. The Senator really is psyched up on An American Cares and spoke with Congressman Saxton this morning. The office will set up a meeting with the Congressman sometime in "early January" to discuss introducing a bill in Congress. Jason discussed some minor language changes to the An American Cares Joint Resolution that will be introduced in the first session of the NJ State Legislature in January 2008.

Once the Resolution is passed (should be relatively quickly as these things go) AND we have a Congressional Bill Number (HR ####?) then we can start generating support for AAC.

In the (late) afternoon, Mary from Senator Connors' office called to say a meeting had been set up for Jan 2 with the Senator and Congressman Saxton to discuss An American Cares with staff "and was that convenient for you?". (Given the extraordinary demands on these men's times at this time of year (see above), it demonstrates how seriously they take An American Cares. Wow!)

Caught me completely by surprise. I had to tell Mary I would be unable to attend as we had long standing plans to be in Aruba for the holidays (plane reservations must be made months in advance, tickets are so much in demand at holiday time). Am thinking they really don't need me at the meeting anyway. They're the guys who will be doing all the legislative work. What could I tell them about that?

Monday - 2007-12-17 - Over the weekend, Carol-Lou (my wife) and I decided that if it was important enough for these guys to juggle schedules for An American Cares, then it was important enough us to come home early to meet with them (think about voluntarily leaving Aruba days early to come back to a NJ winter {shiver}).

Carol-Lou called our travel Agent (Bay Head Travel) to see if we could swap return tickets for an earlier date. The agent checked seat availabilities (none), then said she would call us back. Somehow she was able to find us two separate seats on a Dec 31 flight and booked them for us. (Bay Head Travel is just a great service agency. Why anyone would book online or deal with discounters for the few bucks "saved" is beyond me.)

I called Mary and told I could now be at the Jan 2 meeting. Mary said she had contacted the Congressman's office and between them had already rescheduled for Jan 9 just so I could attend. WOW! They are as psyched up about An American Cares even more than me.

2007-12-20 - Just got a call from Senator Connors office. The meeting with Congressman Saxton has been moved back to Jan 2. Wow, these guy are taking An American Cares seriously {grin}.

Because I so get obsessed when I get involved in a project like this, my wife (of 43 years) just informed me we are getting another dog after the first of the year. Our well loved Samantha (a shelter dog, lab/rottweiler mix. A wonderful playful dog) died a couple years ago from cancer of the spine. We pretty much decided that after Ernie (our 20 yro outdoor cat who only uses us for a place to sleep and eat) goes we won't have any more pets. They complicate travel to see our grandchildren, etc.


2008-01-02 - Talk about a bummer! Got back on Dec 31 and the a msg on the answering machine "Mr. Lovgren, Congressman Saxton's office called and he has cancelled the meeting on January 2. We will be in touch when it gets rescheduled."

I can tell you neither my wife nor I was too happy. Could have had another 5 days of pool side in sunny 80f Aruba instead of freezing in NJ. Oh well. Such is the nature of politics.

2008-01-03 - Heard from the Senator's office today. The Congressman cancelled due to an illness to his mother. Hopefully the Senator's office will have a rescheduled date "by tomorrow".

A Resolution supporting An American Cares was introduced in the NJ Legislature today (

2008-01-11 - Well, we hit a real speed bump today. Politics has intervened (what else is new?). Congressman Saxton announced yesterday he is supporting a mayor from Burlington County as successor to his seat in Congress as he is stepping down this year. It had long been assumed, at least locally, he would support a current Ocean County Freeholder for his seat. Senator Connors is from Ocean County. So that spells a rift in the ranks. And it explains why Mr. Saxton cancelled the meetings. (He knew he would be making the announcement after the new year and it would rankle the the Ocean County legislators.)

Just spoke to Senator Connors and he said he would call Mr. Saxton and see where things stood as far as An American Cares goes. In the meantime, the Senator is confident the
NJ Resolution of Support. of the 2006-2007 session will be reintroduced (and passed) early in the 2008 session. This time, it will be a Joint Resolution (both Senate and Assembly) but it will take a little time to get posted and voted on.

So I guess things will just have to simmer for a week or two to see how things settle out. In the meantime I will prepare a list of other Congressmen to approach and make up a package to send them, in case Mr. Saxton doesn't come through.

2008-01-14 - Called the Washington office of Congressman Saxton this morning and expressed my frustration about dealing with them. Clearly I know the girl who answered (and I didn't ask to speak to anyone in particular) can't do anything herself (and I didn't abuse her at all. I was polite but firm.) but I wanted to get across how frustrated I am with the Congressman and his staff.

Here are the points made during the call:
  • 1) The Congressman has had proposal long enough to decide whether he wants to sponsor or not.
  • 2) Despite assurances on several occasions, his office never "got back" to me. It's been over 3 months now.
  • 3) AAC has the support of the NJ Senate (passed a Resolution of support in December).
  • 3a) The Congressman's office cancelled a meeting scheduled for January 2nd with Senator Connors and hasn't rescheduled yet.
  • 4) If the Congressman doesn't respond personally by next week, I will have to seek support elsewhere. Cannot wait any longer.
The girl said she would pass my concerns along and the person handling this (presumably "Christine") would get back to me "Today or Tomorrow at the latest." I told the girl (who was very professional by the way) I didn't have a great deal of confidence in the Congressman's staff at this point. "Christine" had already misled me twice ("Waltzed me around" was the phrase I used) and I didn't have much faith in anything she would have to say.

2008-01-16 - Called Congressman William Hughes from Atlantic County (who retired 1992? after serving for 20 years) today. (He did recall me from "the old days"). He thought An American Cares sounded like very good project and we batted around a few ideas. I prepared a packet of the program and mailed it to him. (Letter to Congressman Hughes):

It was good talking to you today. Glad to hear you are well, and still active. Just to refresh your memory, I was President of the National Sea Clammers Association in the 1970's and you helped us with surf clam issues during the formation of the first Management Plan resulting from the 1976 200 Mile Law (Fisheries Conservation Act?). Also later on (early 80's) you helped with several environmental issues I was involved with through NJ Farm Bureau.

I have been pretty much out of the active political picture since having a major stroke in 1985 affecting motor & emotional control areas of the brain. My health is fine otherwise.

Enclosed is a copy of the An American Cares program. Please note some pages may appear to be duplicated but actually aren't. The first page is a print of a web "page" on http://www.AnAmericanCares.com that runs more than one printed page and the following printed page contains all the text of that web page. (Hope that's not even more confusing.)

The last section is called "History" and pretty much includes everything that has transpired so far (including letters to/from Saxton & Connors) except the possible political rift that has occurred between Congressman Saxton and the Ocean County Republicans. The most recent version is on the website.

Any ideas you may have for advancing the An American Cares concept is greatly appreciated. Perhaps even to suggest some Democratic Congressmen (or Senators) to (co)sponsor it as legislation.

Again nice talking to you and glad to hear you and family are doing well. Hope to hear back from you soon on An American Cares and maybe you will get involved. Even adopt it as a cause yourself.

2008-01-17 - This morning called the Legislative Offices of Senator (Chris) Connors (Note - when Len Connors retired, his son, Chris who was an Assemblyman, was elected in his place.) and Senator Cisela (whose district Lavallette is in). Asking they reintroduce the An American Cares Resolution that Senator Connors and Cisela introduced in the last session. Also I asked that the Assemblymen for each district do the same.

This afternoon Senator (Chris) Connors returned my call and told me the Resolution was being prepared to be re-introduced and it should happen at the next session.

2008-01-18 - Christine ( of Congressman Saxton's Washington office) called this afternoon to say the Congressman is "very interested" in An American Cares and he has instructed a bill be entered. They are "in the process now of going back and forth with 'LegSer' (presumably Legislative Services) about legalities, wording, etc.". This process should take only "a couple weeks" ( I pressed her for a time frame.)

She wasn't aware the Jan 2 meeting was cancelled but was aware a reschedule was in the process of being worked out. It's difficult because scheduling with "local offices" and the Congressman's busy schedule ("he has to vote a lot" were her words) is not easy but should happen fairly soon as well. No time frame however.

I asked her to change any references in the Bill from American Cares to An American Cares and she said that was "no problem".

2008-01-28 - Received a very encouraging letter from
Ambassador William Hughes this week. I had contacted him regarding An American Cares the previous week as he had been very receptive to fisherman during the initial implementation of the Fisheries & Management Act in the late '70's when he was a Congressman from Atlantic County.

A suggestion he made was he thought that International Relief Agencies would be interested in supporting An American Cares. Something that hadn't occurred to me. It's an area well worth pursuing but premature until there is a Bill introduced I think.
